What happens when a No Confidence Motion is moved and passed ?

IMPHAL, Feb 5: During the Assembly session starting February 10, Opposition Congress may move a No Confidence Motion against Chief Minister N Biren Singh and his Government.
If a No-Confidence Motion is passed against the Government in the State Legislative Assembly, it signifies that the ruling Government has lost the majority support of the House.
Here are what happens when a No Confidence Motion is passed--
1) Resignation of the Chief Minister and Council of Ministers
The Chief Minister and the entire Council of Ministers are expected to resign immediately, as they no longer have the confidence of the Legislative Assembly.
2) Governor's Role
The Governor of the State plays a key role in such a situation. After the resignation of the Chief Minister and Council of Ministers, the Governor may:
-Ask the ruling party or coalition to prove its majority in the House within a specified time frame.
-Invite another party or coalition to form the Government if they can demonstrate majority support.
-If no party can prove a majority, the Governor may recommend President's Rule (Central rule) in the State.
3) President's Rule (if no alternative Government is formed)
-If no party or coalition can form a stable Government, the State Assembly may be kept in suspended animation, and the State comes under President's Rule under Article 356 of the Indian Constitution.
-During President's Rule, the State is governed by the Governor on behalf of the Central Government, and the State Assembly is either dissolved or kept in suspended animation.
4) Fresh elections
If no viable Government can be formed, the State Assembly may be dissolved, and fresh elections are called to elect a new Government.

A No-Confidence Motion can only be introduced in the State Legislative Assembly if it has the support of a minimum number of members (as per the rules of the Assembly and in the case of Manipur Legislative Assembly it is 10).
The motion is debated and voted upon. If it passes, the Government falls.
