Biren does not know CM’s power : Dr Bimol

IMPHAL, Jan 7: Commenting on Chief Minister N Biren’s statement that the State’s new Governor would certainly bring peace, Congress MP Dr Bimol Akoijam  has remarked that the particular statement exposes N Biren’s lack of knowledge about the powers of a Chief Minister.
Speaking at an interaction programme held at the residence of ex-MLA Dr Khwairakpam Loken at Sega Road today, Dr Bimol pointed out that law and order is a State subject.
The Union Government cannot send security forces to the State arbitrarily in the name of maintaining law and order. It is the duty of the State Police to maintain law and order under directions from the State’s Home Minister and Chief Minister, he said.
When there is an elected Government in any State, the Union Government cannot take control of the State’s law and order. The Constitution clearly lays down the Governor’s functions as well as the Chief Minister’s functions, the Lok Sabha Member asserted.
He said that BJP’s attempt to destroy the country’s federal principle enshrined in the Constitution by introducing ‘one Nation, one vote’ will never succeed. There are certain principles in the Indian Constitution which cannot be touched and one of them is the federal principle, the Congress MP said.
A chaotic situation marked by lawlessness has gripped Manipur. There is no rule of law and employees are being transferred by breaking laws if they are not in favour of the Government, he said.
People who dare to criticize the Government are being arrested arbitrarily. This is the perfect case of ‘jungle raj’, he said.
Although the Constitution of India grants several powers to all its States, it appears that Manipur has lost all its powers.
With the State Police divided between the hills and the valley, Manipur has literally broken apart, Dr Bimol said.
Chief Minister N Biren who is also in charge of the Home Department is unable to control the State Police. Ministers cannot move freely within the State, he remarked.
He accused the BJP Government of scheming to disintegrate Manipur by misinterpreting and abusing several provisions of the Constitution.
BJP is currently following a policy aimed at paralysing the State’s economy with the ultimate objective of subjugating a particular community. This is exactly similar to the one followed by colonial rulers, Dr Bimol said.
He further pointed out that things are costliest in Manipur as compared to other States of India.
Former Speaker Th Lokeshwar too participated in the interaction programme.
He said that incidents of violence and gun battles can be brought down considerably if the Central forces are made to discharge their duties properly.
Ex-MLA Dr Khwairakpam Loken also spoke at the programme.
