IMPHAL, Jan 29 : The National Investigation Agency (NIA) has submitted a production cum seizure memo and the relevant audio-video recording before the Special Court of NIA, Manipur in connection with the September 1, 2024 aerial bombing at Koutruk and Kadangband village by Kuki militants.
Notably, the aerial bombing which took place under Lamshang police station, Imphal West claimed the life of a young woman and left her minor daughter with injuries.
The application for submission of production cum seizure memo and its audio video recording before the Court was filed by the NIA under section 105 of BNSS. Special PP NIA submitted that in compliance with the Ministry of Home Affairs' order of September 17, 2024, NIA registered a case on September 18, 2024 under sections 147/148/109/103(2)/118(2)/324/326/331/351(2)/3(5) BNS, 25(1-B) Arms Act, 3 Explosive Substance  Act & 16 UA(P) Act arising out of FIR No 30(9)2024 lodged at Lamshang police station.
Special PP NIA further submitted that during the course of investigation, it came to light that one Thangjam Kabil Singh (29), s/o (L) Th Ingocha Singh of Koutruk Maning Leikai was injured on his right leg by a splinter of the bomb dropped from the drone.
Thereafter, Th Kabil called his brother Basanta to take him to hospital and his wound was dressed at a pharmacy. They further went to a PHC and sought an antibiotic course.
After about a month, the injury had still not healed and as such he went for a checkup. Subsequently, some foreign body (splinter of bomb) was found in his heel, which was removed by the pharmacy owner and handed over to Th Kabil Singh.
Special PP NIA submitted that the foreign body (bomb splinter), which was marked as ‘KSP’, was seized on January 28, 2025 from Th Kabil Singh through production cum seizure memo and the same has been properly sealed. Further, the proceeding of the seizure was recorded as per requirement under BNSS.
Special PP NIA prayed the Court to allow the submission of the seized bomb splinter along with the recordings of the proceeding in a pen drive and to take the same on record.
Upon perusal of the application along with the relevant documents, the Court allowed the NIA prayer.
Further, the NIA has submitted documents pertaining to the treatment of Th Kabil Singh, which were also taken on record. The NIA may send the exhibits for expert opinion.
Mention may be made that around 2.30 pm on September 1, 2024 Kuki militants launched an aerial bombing using drones accompanied by indiscriminate firing with sophisticated weapons leading to the death of a 31 year old woman and injuring her 9 year old daughter at Koutruk Ching Leikai.
