Revoke appointment, TYCM urges Govt

IMPHAL, Jan 22 : The Tribal Youth Council Manipur (TYCM) has urged the authorities concerned to immediately revoke or cancel the order issued by the Tribal Affairs and Hills Department on November 12, 2024 whereby Administrative Officer-cum-Research Officer of Tribal Research Institute (TRI) was appointed as the in-charge Deputy Director of the Directorate of Tribal Affairs and Hills.
It is surprising how the department is assigning/adding additional duties to John Gaidingam D despite his inability to maintain physical presence and effectively perform his responsibilities at the TRI office, the TYCM said in a press release.
The TRI office has not been functioning properly since May 3, 2023. The Director and the Research Officer-cum-Administrative Officer of TRI have been operating from the Directorate of Tribal Affairs & Hills, disrupting the operations of the TRI office.
This absence has raised serious concerns about TRI’s ability to fulfil its mandate of serving the tribal communities effectively, it said.
During an inspection on December 17, 2024, conducted by TYCM, accompanied by media persons, it was found that only three staff were present at the TRI office.
The staff revealed that no programmes had been initiated or conducted since May 3, 2023. The offices of the Director and Research Officer-cum-Administrative Officer were found locked, with staff reporting that these officials were operating from the Directorate of TA& Hills, not attending the TRI office.
The inspection also revealed the poor condition of the TRI office, with animal waste (cow and dog dung) scattered inside, highlighting the lack of maintenance and functionality.
The TYCM submitted a representation to the Commissioner-cum-Secretary, Tribal Affairs & Hills Department on December 19, 2024, requesting the revocation or cancellation of the order issued on November 12, 2024.
In addition, TYCM-GHQ has repeatedly appealed to the authorities concerned to ensure the physical presence of all TRI staff at the TRI office, including the Director, to facilitate the effective functioning of the TRI office. Unfortunately, no action has been taken to address these issues, it decried.
