State-driven proxy war, says COCOMI

IMPHAL, Jan 12: Citing a press release issued by NSCN (IM) which accused the Superintendent of Police, Ukhrul of colluding with Kuki militants, the Coordinating Committee on Manipur Integrity (COCOMI) has asserted that the Manipur conflict has become a State-driven proxy war.
It has become increasingly evident that the discreet and strategic nexus between Chin-Kuki armed groups and certain elements within Indian security agencies lies at the heart of the ongoing conflict in the region, the COCOMI asserted in a statement.
It said that this unholy alliance has perpetuated violence, displaced thousands of civilians, and destabilized the socio-political fabric of Manipur.
The Chin-Kuki armed groups, originally framed as insurgent factions, have been covertly emboldened through tacit or direct support from certain security agencies.
This collaboration has manifested in the form of logistic assistance, intelligence sharing, and selective inaction during critical operations.
Such orchestrated efforts have enabled these groups to pursue their disruptive agendas under the guise of ethnic struggle, targeting Meetei civilians and further deepening the ethnic divide, it said.
The COCOMI asserted that this conflict is no longer a grassroots ethnic issue; it has become a State-driven proxy war aimed at advancing certain political and territorial objectives.
The manipulation of armed groups as instruments of chaos serves to weaken local resistance, undermine the unity of indigenous communities, and promote external agendas that have no regard for the region’s cultural and historical integrity, it said.
The repeated alignment of security agencies with violent actors raises serious questions about their neutrality and the underlying motives of their actions.
The people of Manipur demand accountability, transparency, and an end to this deliberate fuelling of conflict that has claimed innocent lives and caused immeasurable suffering, the COCOMI said.
It is time to expose the truth, hold the main accused accountable, and restore peace and harmony in the region.
The discreet and dangerous nexus between Chin-Kuki armed groups and certain Indian security agencies has been further substantiated by the shocking revelation by NSCN (IM)’s press release dated 11 January 2025 with the heading “Ukhrul SP in collusion with Kuki militants”, an incident involving the Ukhrul SP which took place on December 18, 2024, it asserted.
As mentioned in their press statement, two Shaktiman trucks were reportedly loaded with certain materials under the guise of routine supply. Instead of delivering the consignment to the designated CRPF camp, as per official protocols, four vehicles were directed to Molhang Kuki village, a known stronghold of Kuki militants.
This deliberate diversion strongly indicates collusion and preferential treatment towards armed groups that have been at the forefront of the violence in the region, it said.
Such an incident not only undermines public trust in the neutrality of the security forces but also lends credence to allegations that certain agencies are actively facilitating the violent agenda of Kuki militants, read the COCOMI’s statement.
By providing logistic support to these armed groups, the security agencies are effectively enabling their operations, which include attacking Meetei civilians and destabilizing the region further, it alleged.
This revelation serves as a damning piece of evidence that exposes the extent of complicity and the covert operations designed to perpetuate the ongoing conflict.
It justifies the broader claim that the Chin-Kuki armed groups are not operating in isolation but are part of a well coordinated network involving State actors, it asserted.
The people of Manipur deserve answers from the Home Ministry, the Security Advisor and the DGP at the earliest:
The COCOMI asked to why materials meant for the CRPF were diverted to a militant group; who authorized this operation, and who benefited from it and what steps will be taken to ensure accountability and prevent future incidents of collusion.
This incident highlights the urgent need for an independent inquiry into the role of security agencies in the ongoing conflict and for stringent measures to dismantle this dangerous alliance that continues to fuel violence and suffering in the region, it added.
