Adopt State policy for children, says MCPCR

IMPHAL, Sep 28: The Manipur Commission for Protection of Child Rights (MCPCR) will approach the Court if no concrete actions are taken to adopt the Manipur State Policy for Children 2020 at the earliest, said the Commission's Chairperson, Keisham Pradipkumar.
He said this during a workshop on HIV/AIDS organised at Manipur Press Club Imphal today.
The one day State level workshop on "Prevalence of HIV AIDS among children and preventive strategies in Manipur", was organised by the Manipur State AIDS Control Society (MACS), National Commission for Protection of Child Rights (NCPCR) and Manipur Commission for Protection of Child Rights (MCPCR).
Speaking on the occasion, MCPCR Chairperson, Pradipkumar said the Manipur State Policy for Children was prepared in 2020 and the Commission had then written to the Government to adopt the policy.
Whilst the Commission had urged the State Government to adopt and enforce the policy within 15-days, the policy has not been enforced even after four years, he said.
Hinting that the Manipur AIDS Control and Prevention Act  and the Manipur State Policy on Substance Use Act have little provision for children, Pradipkumar said there must be policies for health and welfare of children living with HIV/AIDS.
He said, many States of India have adopted policies for welfare for persons living with HIV/AIDS. Families which have members living with HIV/AIDS are provided double ration cards and monthly stipend to improve their health and welfare.
When persons living with HIV/AIDS are included among the Socially Disadvantaged and Weaker Section as per the Right to Education Act, Manipur State has no clear-cut and dedicated policies for such persons, Pradipkumar said.
Private schools in Manipur have no provision to aid education to children living with HIV/AIDS. The Government should adopt policies that would provide stipend to children living with HIV/AIDS, free hostel and boarding facilities, he said.
The MCPCR will make recommendations to the Government and discuss viable welfare policies with all stakeholders for welfare of children living with HIV/AIDS, he added.
