WMC questions State Govt's position

IMPHAL, Dec 21 : With the Centre making it clear that enlistment of Meetei in the Scheduled Tribe (ST) list requires a recommendation from the State Government and law and order is under the domain of the State Government while referring to the killing of three women and three children including an infant in Jiribam last month, the World Meetei Council (WMC) has said that the stand of the Centre should make the people question the position of the State Government.
WMC, in a statement signed by its Manipur unit president Urikhinbam Kunjo, said that they convened a meeting at Mayeng Lamjao in Kakching district and exchanged views on the situation in Manipur today.
The Council said that the Ministry of Home Affairs had argued against the listing of Centre as a respondent in the case of abduction and killing of six Meeteis including a baby in the Parliament session by pointing out that law and order is a State subject as per the Constitution.
Saying that the response given by MHA in an affidavit to the Manipur High Court is a matter of great concern, the WMC said that the statement of the Centre contradicts the position of Chief Minister N Biren Singh who, on multiple occasions, praised Prime Minister Narendra Modi and Union Home Minister Amit Shah of safeguarding Manipur.
People are confused as the Centre says one thing and the State Government says another contradicting one another, WMC said and added that N Biren clarifying that he has not received any intelligence reports from the Home Department for about 15 months despite being the Chief Minister is also surprising and unexpected.
Should the State Government be blamed for the puzzling disappearance of Laishram Kamalbabu from inside Leimakhong Army base camp and for the brutal murder of three women and three children of Meetei families in Jiribam last month as the Centre had clearly stated that law and order is a State subject ?, the WMC asked.
It seems like there is no State leadership at all, the Council added.
The Centre, instead of cracking down on Chin-Kuki people who are hostile towards Meeteis, reimposed AFSPA in areas that come under six police stations which mostly fall under Meetei inhabited areas to aggravate the woes of the people, the WMC further said.
Would it be wrong to assume that it is the State Government which has given the instruction to suppress the Meetei village volunteers, who otherwise should be in classrooms and give a free hand to the Kuki militants ? Would it also be wrong to assume that the unrest in Manipur is the handiwork of the State Government ?, the Council further asked and added that the statement of MHA on maintenance of law and order can be interpreted in many ways.
The Council, meanwhile, appealed to all political leaders to take up necessary and meaningful steps to resettle the displaced people whose houses have either been torched or flattened.
WMC also appealed to the Chief Minister to clarify why the State Government is still not sending the recommendation to enlist Meetei in the ST list.
