HC issues notice on missing man case

IMPHAL, Nov 27: The High Court of Manipur has issued notice to the State Government and the Army in connection with Laishram Kamalbabu's missing case.
The notice was issued by a division bench of the Court comprising Chief Justice D Krishnakumar and Justice Golmei Gaiphulshillu Kabui after hearing a petition, filed by Laishram Brajabanshi, the younger brother of Kamalbabu.
The petition was filed against the State of Manipur represented by Security Advisor, Chief Secretary, DGP Manipur Police, GOC 57 Mountain Division, Commissioner (Home) Government of Manipur, SP Imphal West and OC Sekmai police station.
The petition stated that Laishram Kamalbabu (56) was found missing or kidnapped on November 25 from the high security zone of the military garrison at Leimakhong Army Headquarters compound.
It further stated that there is high suspicion that Kamalbabu has been kidnapped by Kuki militants from the high security zone of Leimakhong Army campus.
The petition requested the Court to give direction to the respondents, particularly the GOC of the 57th Mountain Division to produce Kamalbabu.
A complaint case has been filed with the OC Sekmai police station.
The petition said Kamalbabu works as a supervisor under M/S Binod Construction inside the Leimakhong Army campus. Kamalbabu left his younger brother's Loitang Khunou residence at around 9 am of November 25 on a Honda Activa vehicle for work at the Leimakhong Army camp.
When Kamalbabu didn't return home till 4.15 pm, the younger brother tried reaching him on the phone, but found his phone switch off, said the petition.
In the petition, the younger brother mentioned that his son saw Kamalbabu with one Nepali inside the Army camp at around 1.20 pm.
There is suspicion that Kamalbabu has been kidnapped by suspected Kuki militants from the Leimakhong Army camp, and he may face the same fate of the six women and children who were abducted and killed in Jiribam, said the petition, urging the Court for directions to the authorities to produce or rescue Kamalbabu and save his life.
The Court, after hearing the submissions, issued notice to the respondents, returnable on the next date of hearing on November 29.
