MLAs’ resolutions leave COCOMI disappointed

IMPHAL,  Nov 19: The Coordinating Committee on Manipur Integrity (COCOMI) has categorically stated that the resolutions adopted at a meeting of legislators belonging to ruling parties at the Chief Minister’s Secretariat last night are not satisfactory.  
Not happy with the resolutions, the COCOMI has decided to close down all State Government and Central Government offices if the resolutions adopted on November 18 are not reviewed within 24 hours.
Speaking to media persons at Khwairamband Keithel late last night, COCOMI spokesman Khuraijam Athouba  said that the people were eagerly waiting for the ruling MLAs’ resolutions for the past couple of days but the resolutions have disappointed  the people.
Resolution No 3 says that the State Government would urge the Centre to start massive operations against the Kuki militants involved in the killing of three women and three children including an 8-month old baby in Jiribam within seven days.
But the COCOMI and the people have been demanding effective military operations against all the Kuki terrorists involved in different crimes and killings in different Meitei villages since May 3, 2023, not just against those involved in the Jiribam massacre, Athouba said.  
The people of Manipur have been asking the State Government to fix responsibility on all the underground outfits under Suspension of Operation (SoO) agreements namely;  KNO and UPF and all other outfits affiliated to them.
Military operations must be carried out against all those groups which are under SoO agreement, he said.
Another resolution of the ruling MLAs says that the State Government would ask the Centre to declare the Kuki militants involved in the killing of the six hostages including three women and three children in Jiribam as an unlawful organisation.
But the COCOMI has been asking the Government to declare all SoO groups as unlawful organizations as they are the ones which have been waging a campaign of genocide since May 3, 2023.
COCOMI has also been demanding abrogation of SoO agreement signed between the Government of India and the Kuki-Zo terrorist groups in 2008, Athouba said.
He also recalled that the State Government earlier withdrew from the SoO agreement.  
The State Government must exert pressure on the Centre to fulfil these demands of the people, he said.
Although the ruling MLAs further resolved that the other resolutions must be translated into action within a specific time, it did not mention any time period or date.
The ruling MLAs also agreed to decide their future course of action in consultation with the people of Manipur if the Government of India does not act upon their resolutions, Athouba noted.
He then pointed out that the COCOMI and the people have already stated their position.
As such, the Government or the ruling MLAs need not consult with the people of Manipur again. It is up to them to decide what to do, he asserted.
He said that COCOMI has set a 24 hour deadline for the ruling legislators to review their resolutions and adopt fresh resolutions which are acceptable to the people of Manipur.
If they don’t review their resolutions, COCOMI will intensify its agitation, he said
Once the deadline set by COCOMI expires, the first line of agitation will be shutting down of all the State and Central Government offices, he added.
