IMPHAL, Oct 10: The State Cabinet has adopted a decision to extend benefits of all schemes taken up by the Central and State Governments only to recognised villages.
Presided by Chief Minister N Biren, a Cabinet meeting was held at the Chief Minister’s Secretariat from 10.30 am to 2 pm today.
Briefing media persons later in the evening at his Lamphel Sanakeithel residence, IPR Minister Dr Sapam Ranjan said the State Cabinet has adopted a decision to take up all Government schemes only at recognised villages and extend the benefits of Government schemes to the people of only such villages.
This decision was necessitated by the growth of unrecognised villages and establishment of new villages arbitrarily with new names, Dr Ranjan said.
Notably, during a Wildlife Week observation at City Convention Centre on Tuesday, Chief Minister N Biren announced that benefits of Government schemes will be entitled to only recognised villages.
The State Cabinet, after reviewing the disturbed area status, decided to maintain the status quo.
Commissioner (Home) issued an order on September 26 whereby disturbed area status was extended for six months all over Manipur with the exception of the areas covered by 19 particular police stations.
It implies that AFSPA 1958 is in force all over the State with the exception of the areas covered by Imphal PS, Lamphel PS, City PS, Singjamei PS, Sekmai PS, Lamsang PS, Patsoi PS, Wangoi PS, Porompat PS, Heingang PS, Lamlai PS, Irilbung PS, Leimakhong PS, Thoubal PS, Bishnupur PS, Nambol PS, Moirang PS, Kakching PS and Jiribam PS.
The Cabinet approved opening of a police station at Nungshai and a police outpost in Joujangtek in Noney district.
Considering the importance of Singda Dam, the Cabinet decided to open a police outpost at Illeng, Dr Ranjan said.
Mutation of NH-2 (Imphal-Mao) in the name of the President of India for expansion of the highway from two lanes to four lanes under EPC model was another decision adopted by the Cabinet meeting.
The State Cabinet gave its approval for direct recruitment of two Settlement Supervisors of the Land Revenue Department.
Allotment of land for construction of Indigenous Sports Complex, CWC and JJB offices at Senapati, Excise office at Bishnupur and purchase of land for construction of a sewerage treatment of 27 MLD capacity at Langthabal Kunja was another decision taken by the State Cabinet, the IPR Minister said.
The Cabinet further decided to allot a land of 0.19 acre to Ngangbam Ingenjao, father-in-law of Ngangbam (Ongbi) Surbala of Phayeng who was killed in drone bombing and firing attack by Kuki militants at Koutruk on September 1.
The Cabinet meeting also gave consent to initiating due process as per existing rules of the Health Department to grant pension to MHS officers, nursing personnel and staff deputed to JNIMS, Dr S Ranjan said. Recruitment of three guest faculties for Sankirtana Department of Government Dance College and appointment of 256 teaching and non-teaching staff of Kasturba Gandhi Balika Vidyalaya, Netaji Subhash Chandra Bose Awasiya Vidyalaya and hostels on contract basis was another decision adopted by the Cabinet. The Cabinet meeting agreed to fix the annual income ceiling of beneficiaries of Ima Nongthangleima Yaipha Tengbang Scheme at Rs 81,000. The Cabinet meeting also discussed the service conditions of MCS offices, Dr Ranjan added.
