IMPHAL, Oct 1 : The Congress party has accused the BJP of undermining the standard of rural development programmes.
Speaking to the media at Congress Bhavan today, Seram Neken, spokesman of Manipur Pradesh Congress Committee, asked whether the BJP led Government is scheming to abolish the Panchayati Raj Institutions (PRIs) by setting up Administrative Committees (of Panchayat) instead of holding the Gram Panchayat election.
The BJP led Government seems to ignore the importance of grassroot level democratic level institutions by deferring the scheduled elections for Gram Panchayat for nearly two years now, he said and added that almost all members in the Committees were members of BJP.
Saying that there have been no Gram Sabha sessions due to non conduct of the election apart from not formulating any village development plan, Neken continued that MGNREGA which ensures 100 working days to poor villagers hasn't been implemented properly since months back.
He went on to state that 6th Gram Panchayat is still not held although the tenure of the 5th had expired in October 2022.
Stating that the process of election for 6th Gram Sabha election was supposed to be completed before October 2022, the Congress spokesman added that the BJP Government has violated provisions of the Constitution and Manipur Panchayati Raj Act by not holding the election.
Further stating that the Government constituted Administrative Committees for Gram Panchayats and Zilla Parishads against the directive given by the High Court of Manipur which allowed PRI representatives to hold charges until the election notification is issued, Nekan maintained that all members of the Administrative Committees are members of BJP.
He went on to say that people who had no experience in rural development activities were inducted into the said Committees on political line.
Continuing that September is also over and there still is no plan for the election to be held anytime soon, Nekan claimed that the Government is indeed trying to abolish the grassroot level democracy in Manipur.
