JCILPS sticks to 1951

IMPHAL, Jul 8 : The Joint Committee on Inner Line Permit System (JCILPS) has on Friday said that they will not accept 1961 as the base year for identification of non locals at the 7th Lamjing Meira Ningshing Numit observed today at Awaching in honour of Sapam Robinhood who was killed during the protest for implementation of Inner Line Permit System (ILPS) on July 8, 2015.
At the observance which was organised by the Joint Committee on Inner Line Permit System (JCILPS), the family members, CSO leaders and a number of people offered floral tributes to the photo of Sapam Robinhood who has been given the name of Lamjing Meira.
Later, a public meeting was convened to discuss the ILPS being implemented in Manipur.
At the meeting, convenor of JCILPS Phulindro Konsam said that the ILPS being implemented to regulate the entry of non locals lacks provision to protect the indigenous people of Manipur. Continuing that the system also doesn't identify who the indigenous people and permanent residents are not clear nor does it mention any specific base year, Phulindro said that JCILPS and the people will never accept adopting 1961 as the base year to identify the non locals.
Phulindro then said that the JCILPS will continue to stage democratic protests to enact NRC in Manipur, establish a State population commission and make the ILPS more effective.
