MSR updated

IMPHAL, Jul 13 : The State Government has put into practise the updated "Manipur Schedule of Rates (MSR)" 2022 with immediate effect.
The announcement was made by Chief Engineer of the Public Works Department (PWD) Khuraijam Temba  during a press briefing held at the conference hall of the department this evening.
Kh Temba added that the updated MSR 2022 has two volumes (Volume I & II).
Saying that Volume-I will deal with building works and Volume-II will handle projects related to roads and bridges, Temba added that all previous MSRs had only one volume and separate schedules for executing State and Central works. "This is the first time that the MSR is having two volumes under a single schedule. Earlier there were  separate schedules for execution of State works and National Highway works or  projects which are not funded by the State," he explained.
Kh Temba then went on to state that only one schedule of rates will be taken into account while implementing any road and bridge related projects in the State from this year onwards.
Continuing that the State couldn't update the MSR for nearly five years (since 2017) until today due to certain problems, Temba said that MSR was updated after analysing the rate of construction material, labour charges and others.
The State was waiting for the right time to update the  MSR as there was fluctuation in the price of construction materials during different waves of Covid  pandemic, he added.
He further stated that the provision of Volume-I of MSR 2022 which deals with building is similar to that of Central Public Works Department (CPWD) while the second volume (roads and bridges) was adopted similarly with the standard data book of Ministry of  Road Transport & Highways by taking into account the rate of construction materials and labour charges in the local market. Temba continued that all sectors such as Public Health Engineering and Water Resources have to implement projects based on the updated schedule rate while agencies from outside will prepare their estimates based on MSR 2022.
