Hindi to Manipuri plea raised to MHRC

IMPHAL, May 21 : A 26 year old practising advocate Thokchom Tondon from Thangmeiband Lourung Purel Leikai has filed a complaint with the Manipur Human Rights Commission (MHRC) for translation of various Central welfare schemes named in Hindi to Manipuri.
The MHRC registered the complaint case under Section 12 (a) and (h) of the PHR Act, 1993.
Commissioner and Director of Directorate of Information & Public Relation (DIPR), Manipur and Director of Manipur Language Department are the respondents of the complaints and they have been asked to submit their replies on or before June 6.
An office memorandum signed by MHRC acting chairperson Khaidem Mani said that the complaint case has been registered under Section 12 (a) and (h) of the PHR Act, 1993 and asked the respondents if any step/proposal has been taken up to translate the Central welfare schemes in Hindi to Manipuri which is also included in the eighth schedule of the Indian Constitution.
The MHRC acting chairperson asked the respondents to submit their  replies on or before June 6, 2022.
K Mani said that the Commission fully acknowledges the importance of Hindi which is the National language under Article 343 of the Constitution, but at the same time examined Section 2 (d) of the PHR Act, 1993 which defines human rights as right relating to life, liberty, equality and dignity of the individual guaranteed under the Constitution  or embodied in International covenants.
As per the complainant there are hundreds of programmes written in Hindi and English but many are unable to read and understand the said programmes and it is a serious violation of citizens' rights to know, receive and disseminate developmental and welfare programmes of the  Central Government.
