Appoint regular college Principals : DESAM

IMPHAL, Apr 8 : The Democratic Students' Alliance of Manipur (DESAM) has urged the State Government to initiate actions for the appointment of Principal where the post is vacant in Government colleges within 100 hours and shun the culture of appointing in-charge.
Speaking to media persons at Kwakeithel, DESAM president Leishangthem Lamyanba stated that absence of regular Principals in Government schools should be taken seriously to improve the education system in Manipur.
Claiming that over 30 colleges in Manipur have no regular Principal and  are being looked after by a in-charge official, he said that there are also some colleges which have had no regular Principal for over 20 years.
Continuing that the practise of hiring in-charge in the absence of regular one seems to be chronic in Manipur, Lamyanba expressed hope that the new Education Minister will rectify the lapses in the education system.
He, however, claimed that there was malpractice in appointing the Principal in charge of five colleges recently and added that the Government must revoke the order of the same.
Appointing Principal in charge instead of regular Principal is against the law as the UGC regulation of  2018 is effective in Manipur, he added.
Claiming that a Botany Professor as a Principal in charge of Hindi Teachers Training College is illogical and defies the norms of National Council for Teachers Education (NCTE), he asked if the appointment order was deliberately issued by the Secretariat to smear the image of the new  Government, especially the Education Minister.
He further stated that the DESAM will never accept the appointment of  a teacher who has not been promoted as Professor as the Principal in-charge of NG College.
Urging the Government to revoke the order and refrain from keeping any Principal in charge in any college where the post is vacant, he reasoned that Colleges which don't have a regular Principal should be run by a Vice  Principal as per the norms of UGC.
Appointing a Principal in charge for a vacant post is only a waste of public money, he added.
The post of SCERT Director is also vacant for over a year now and as such all activities of DIET have completely failed, he said.
