IMPHAL, Mar 29 : The Manipur Human Rights Commission (MHRC) has directed the State Government to pay Rs 10,000 each to two individuals who objected to the construction of a quarantine centre at Langthabal Phumlou Loukon as a compensation for 'arbitrary' arrest and detention.
As per an office memorandum signed by MHRC Chairman Khaidem Mani, Youths' Forum for Protection of Human Rights president Kh Phajaton and secretary T Shadishkanta issued a press release to build the quarantine centre at another location as the identified site was a paddy field.
Claiming that the arrest of two persons was not at all essential but misuse of power, the Commission stated that the Government must provide adequate compensation to the duo for violating freedom of expression within one month.
The Government may recover the amount from the police officers involved, it said and asked the Chief Secretary to submit the action taken report under Section 18 (e) of the Protection of Human Rights Act, 1993.
