HAC team meets President
IMPHAL, Oct 5 : Members of Hill Areas Committee of Manipur Legislative Assembly on Monday called on President Ram Nath Kovind with a proposal to formulate Manipur (Hill Areas) Autonomous District Council Act under Article 371 C of of the Indian Constitution at Rashtrapati Bhavan, New Delhi.
The team comprising several MLAs including TN Haokip, V Hangkhanlian and Alfred Kanngam Arthur was led by HAC Chairman MLA K Leishiyo and MP Lorho S Pfoze.
At the meeting, the HAC members apprised the President that the current ADC was established during the time when Manipur was a Union Territory in 1971 under an Act which no longer exists.
As Manipur has already attained Statehood, formulating a new Act under Article 371 is required to establish an Autonomous District Council in the hill districts of the State, the team said.
The HAC members also submitted a copy of the Manipur (Hill Areas) ADC Bill, 2021 to the President.
