IMPHAL, Sep 6: Construction of Kasom Khullen Lamkhai to Tengnoupal road which constitutes the third portion of NH 102-A began yesterday.
Speaking at an event held yesterday at Khoripok (Lungtoram) village which marked the beginning of the road construction work, Phungyar AC MLA K Leishiyo said that the 202 Kms long NH 102-A would eventually turn out to be an important link for all the communities of Manipur.
Notably, construction of NH 102-A has already begun in two portions covering from Shangshak to Tengnoupal.
One end of NH 102-A would be connected to Imphal-Moreh highway at Tengnoupal while the other end would join the Imphal-Ukhrul highway at Finch Corner before extending towards Jessami road.
Leishiyo said that Chandel district and Kamjong district are located next to each other, and people of Chandel and Kamjong used to fish together at Taretlok.
However, there is no road which connects Chandel to Kamjong and vice versa. If one should travel to Kamjong from Chandel, he/she must travel through Imphal, Leishiyo said.
Likewise, there is no direct road link between Churachandpur and Tamenglong even though the two districts are located next to each other. For travelling from Tamenglong to Churachandpur and vice versa, one must pass through Imphal, he continued.
Seemingly, everything is confined at Imphal and this is a misplaced policy, the MLA remarked.
If one sees the placement and distribution of Government machinery, departments and offices, it is hard to visualise a clear picture of the integrity of Manipur, he said.
Pointing out that all the Government departments/offices are centralised at Imphal, the MLA said that no major department can be seen at either Thoubal or Moirang, leave aside hill districts.
When all the Government offices and facilities are centralised at Imphal, it is only natural for people from all directions of the State to migrate to Imphal.
Highlighting the need to distribute major departments/offices of the Government in different districts, the MLA opined that Ukhrul may be developed as the summer capital of the State. When there is greater people to people interaction and inter-community marriages, there will be integrity in the State. Holding Shirui Lily festival at Ukhrul for one day would never succeed in bringing emotional integrity, Leishiyo said.
If a new university or a new medical college should be set up in the State, it is always placed at Imphal; everything is centralised at Imphal and this is a misplaced policy of the State, he added. If the integrity of Manipur should be protected and upheld, such misplaced policies must be rectified, Leishiyo asserted.
He went on to ask if anything worthwhile has been done till date to strengthen the integrity of Manipur other than sloganeering the sanctity of the State’s integrity.
NPF State unit former president Morung Makunga, ADC Member Thotasheng Shanglai, PWD officials and chiefs/khullakpas of several villages attended the event.
