MHRC warns O Lukhoi

IMPHAL, Sep 29 : Taking strong exception to the announcement made by O Lukhoi, former MLA of Wangoi Assembly Consti-tuency, soon after he was sworn in as a Cabinet Minister that he would appoint as many people as possible belonging to his Assembly segment to Government jobs, the Manipur Human Rights Commission (MHRC) has warned that it would be constrained to take up legal action if the Minister repeats such antics.
Notably, a video clip in which the newly sworn in Cabinet Minister made the particular announcement went viral in social media.
Speaking to media persons at their Lamphelpat office today, MHRC acting Chairman Khaidem Mani remarked that the announcement made by O Lukhoi violated rule of law.
The particular statement undermined public order and tended to promote corruption, favouritism and nepotism, Mani said.
Even though Article 19 (1) of the Constitution guarantees freedom of speech and expression to every citizen, Article 19(2) imposes reasonable restrictions, he pointed out. As per law, no Minister or MLA has any authority to appoint anyone to Government jobs, he said.
