Need to strengthen lower Courts stressed

IMPHAL, Sep 15: The 68 foundation day of All Manipur Bar Association (AMBA) was held at Cheirap Court complex today.
The celebration was attended by Speaker of Manipur Legislative Assembly, Y Khemchand as the chief guest, president of AMBA, Maibam Nilachandra as president, Health Minister L Jayentakumar, CAF&PD Minister Karam Shyam, Justice High Court of Manipur Kh Nobin, MP Inner Manipur Dr RK Ranjan, Advocate General of Manipur N Kumarjit and president of High Court Bar Association Manipur N Ibotombi, as guests of honour.
Speaking at the event, Justice Kh Nobin stated that for speedy delivery of justice, the investigation process and filing of charge sheet to the Court should be done as soon as possible so that trial can be taken up in time.
For proper trial of the cases, the subordinate Courts of the State also need to be strengthened, he added.
The number of judiciary officers in the State is low when compared to other States and Manipur has only 40 judiciary officers. 7 of them are going to retire soon.
He continued that there is an urgent need for the creation of post of judiciary officers of different grades to strengthen the judiciary system in the subordinate Courts. Kh Nobin also expressed the need to increase the number of APPs and staff of the different Court for smooth proceedings. He further stated that there is no proper Court infrastructure facility for every district of the State and the authorities concerned need to look into the matter at the earliest.
He then asked the authority concerned to place an Additional SP of Prosecution in every district so that they don’t have to come from their respective district to take signature of the SP for filing charge sheets before their respective Courts in the future.
Kh Nobin continued that there are no separate JJB, NIA Court, CBI Court and Special Court, POCSO, for every district and such vacancies are being filled up by a JMIC or a Judge of their respective district which affects normal proceedings of the Court, thus impacting the justice delivery system. He also said that the State needs to analyse and find out the root cause for mob justice in the State as it is a bad trend in the society.
On the other hand, Speaker Y Khemchand said that a judgment order of the High Court of Manipur was able to bring peace in the State after a month’s long protest against the then Vice Chancellor of Manipur University in the past.
Judges of subordinate Courts, members of AMBA were also present at the event.
