Reject IGP's proposal : Home Guards

IMPHAL, Aug 25: Manipur Home Guard Employees Welfare Association has appealed the State Government to reject the letter submitted before the Chief Secretary by IGP (Administration) Manipur Police which proposed to enhance the duty allowance of Home Guard volunteers from Rs 224 to Rs 520 (per head) per day.
Speaking to media persons at Manipur Press Club today, Y Mangi, president of the association, said that the Manipur Home Guard Employees Welfare Association has been demanding proper pay scale from time to time as the Supreme Court order of March 11, 2015, had directed the State Government to pay the duty allowance of the Home Guard equivalent to the minimum pay to which the police personnel of the State are entitled.
However such benefits are yet to be provided to the Home Guard personnel in Manipur, he added.
On February 12, the Additional Chief Secretary, Home (Manipur) issued an order enhancing the allowance of Manipur Home Guard personnel to Rs 7730 per head per month with immediate effect (basic pay of 5830 and grade pay of Rs 1900). On August 9, the IGP (Administration) Manipur Police on behalf of DGP Manipur Police, surprisingly wrote a letter to the Chief Secretary, Manipur, requesting to enhance the duty allowance of Home Guard volunteers from Rs 224 to Rs 520 (per head) per day and in the said letter, it is stated that the present remuneration entitled to a Home Guard volunteers of Manipur is Rs 6730 and Rs 1000 ration money which works out to a total of Rs 7730.
He alleged that the pay structure mentioned in the letter is incorrect and demanded it to be rectified/ rejected claiming that the IGP is trying to mislead the authorities with regard to the pay structure of the Manipur Home Guard volunteers.
The president also alleged that the Home Guards of the State have always been looked down upon by the officers of Manipur Police Department from time to time and the said letter of the IGP is a blatant betrayal of the rights of the Home Guard volunteers as it came at a time when they were hoping for a discussion in this regard to be held during a Cabinet meeting in the coming few days.
A memorandum has been submitted to the Chief Secretary and copies of the memorandum have also been sent to the CM and Ministers of the State, he said, appealing Chief Minister N Biren to intervene in this regard at the earliest.
