Give work orders to VDCs instead : TYCM

IMPHAL, Apr 3 : Submitting a representation to the Special Secretary/Principal Secretary of the Tribal Affairs & Hills Department, the Tribal Youth Council Manipur (TYCM) has appealed for the immediate cancellation of tenders and work orders for civil works upto Rs 20 lakhs under TA & Hills and to award such works to the Village Development Committees (VDCs).
The memorandum has also sought a refund of the deposited amount of Earnest Money Deposit (EMD) to the concerned contractors.
In a press release, TYCM informed that the TA Hills Department in an office memorandum issued on March 19, 2020, with the approval of the State Cabinet on March 3, 2020 had stated that no tenders will be issued for civil works upto Rs 20 lakhs and that such works will be awarded and executed by the VBCs.
Actions in violation of the order suppress the rights of the VBCs and dishonour its mandated role. Such actions by the Department unnecessarily cause hindrances and hamper the rights and entitlements of the concerned beneficiaries or individuals, said TYCM.
Stating that a department has no authority to supersede or alter a Cabinet decision without seeking fresh approval from the State Cabinet, TYCM further added that if any department acts contrary to a Cabinet decision without approval, it could be seen as overstepping its authority, which could lead to a breakdown of the Constitution.
TYCM has thus appealed to the concerned department to take swift and appropriate action in accordance with the Government’s directives/orders to ensure transparency, fairness and adherence to established policies.
