HC to hear PIL on MHRC

Imphal, Apr 2 : A division bench of the High Court of Manipur, comprising Chief Justice D Krishnakumar and Justice A Guneshwar Sharma has taken up the PIL filed by Advocate O Nutankumar Singh to ensure smooth functioning of Manipur Human Rights Commission (MHRC).
In the PIL, petitioner O Nutankumar Singh asked the High Court to direct the Chief Secretary and Law Commissioner to implement Section 25 of the Protection of Human Rights Act, 1993 and allow an existing member of MHRC to serve as acting Chairperson of the Commission.
The Advocate General who appeared before the bench requested the Court to schedule the next hearing for April 9, 2025 so that the State Government could file its report on appointing the acting Chairperson of MHRC.
MHRC has been dysfunctional since the retirement of its Chairperson Justice UB Saha on 24th August, 2024.
The president of the Elders' Council of Centre for Organisation & Research Education (CORE) had also submitted a memorandum to the Governor on September 11, 2024, stating that human rights activists were unable to register complaints with the MHRC since August 24, 2024.
According to CORE, 312 cases registered with the MHRC between 1999 and 2010 remain unresolved.
