Address 3 points before delimitation : MA to PM Scrap SoO, update NRC call rung out

IMPHAL, Apr 1 : The Meitei Alliance has urged Prime Minister Narendra Modi to address three key issues in Manipur before proceeding with the delimitation exercise.
In a lengthy letter, the Alliance urged the Central leadership to restore law and order, abrogate the Suspension of Operation (SoO) pact signed with Kuki militant groups and update the National Register of Citizens (NRC) in the context of Manipur to ensure bonafide citizens are safeguarded for sustainable political stability, security and communal harmony.
Saying that Manipur has been witnessing a systematic Constitutional breakdown that requires urgent intervention before proceeding with the delimitation exercise, it added that no peace can be achieved nor can law and order be restored in the State as long as Kuki militant groups under SoO pact enjoy impunity by violating the ground rules of the agreement.
It explained that Kuki militants demanding a separate territory undermines Manipur's integrity and SoO preamble.
The Alliance went on state that Kuki armed groups continue recruitment, form new outfits, operate outside designated camps, suppress dissent, engage in murder, torture, extortion etc, involved in timber, narcotics and wildlife trafficking and undermine democratic elections using gun power to instal 'loyal' candidates by violating multiple clauses of SoO pact.
It further claimed that many leaders of Kuki militant groups viz PS Haokip (president of KNO/KNA), David Hangshing (president of KRA), Thangboi Kipgen (chairman of KNF) and Thanglianpau Guite (president of ZRA) are all people of Burmese origin.
Alleged links between MLAs Kimneo Haokip and Nemcha Kipgen and Kuki militant groups reinforce their influence in governance, the Alliance said.
Saying that Kuki militant groups have been instigating radical elements and obstructing peace efforts by restricting free movement, imposing blockade on National Highways and attacking Constitutional authorities, the Alliance added that the drug trade continues to thrive with Kuki militant groups financing poppy cultivation.
Further stating that illegal immigration has been occurring since Manipur's integration with the Indian Union, the Alliance urged the Prime Minister to update NRC in the context of Manipur to safeguard the interest of the indigenous people.
The exponential growth of illegal villages and unaccounted illegal immigrants crossing over to Manipur poses demographic shift and a significant threat to the indigenous population, it added.
