Effective Unified Command and conflict resolution

Sir,
The violence following the sinister Solidatory March is now over 14 months with no sign of abatement.. The seventy thousand odd internaly displaced persons living in the so called relief camps are frustrated and disheartened. Most agonisingly one young person had commited suicide by hanging , another had also attempted to do the same, more may be expected as the conditions at the camps are pathetic.
Reports of slashing down the daily per capita ration and daily allowances have come out in the press. Responsible Ministers and others rightly advise DIALOGUE without fully knowing the ground realities where the perpetrators of the violence are still freely allowed to continue to terrorise the valley villagers  with nobody to stop them.
At this juncture, the above article by L Ibotombi Singh (TSE 9th July) shows the path to resolve the conflict. Earlier too a very respected Retd  Lt Gen Sri  K Himalay had also said almost the same thing. But to our misfortune apparently it had not reached the ears of the apropriate authority or they had not simply bothered, we all know, how egoistic some people can be at times.
One reason why the violence or the conflict was not immediately and effectively addressed may be the prejudicial perception of the politcal and military leaders of the country. The military seems morbidly worried about the insurgents and the possibilty of the looted arms falling in their hands. The politicians and National security officers are more concerned of the possible "Myanmar factor" on the India's  Act East Policy. The suffering of the people both in the hills and the valley are of no concern to them as it may be considered  as collateral damage.
It is my earnest request to all the top political leaders and security forces to kindly consider the matters raised in the said article in its true spirits and act on it in public interest. We have demanded only for integrity of Manipur and return of peacful co-existence. And have never done any  harm to the  war mongers any time. Please send them back to their country of origin.
