Bungsanglep : A village recognised as a Machet of L Bongjoi located 20 Kms away in Khengjang land

Sir,
Of late there have been a lot of talks about abnormal growth of villages in Manipur. The IPR Minister Dr Sapam Ranjan too has categorically said that “the State Cabinet has adopted a decision to take up all Government schemes only at recognised villages and extend the benefits of Government schemes to the people of only such villages” (The Sangai Express Imphal, October 10, 2024).
Such issues arise due to few unscrupulous people like Mr Hemlen Touthang, s/o Dousei Touthang, formerly a resident of Molcham village, Chandel District, who has illegally occupied a piece of land belonging to Khengjang Village and setting up a village named Bungsanglep.
Bungsanglep is actually a bogus village recognized many years ago under Simol and Lamsat villages and currently (recently) recognized as a Machet of L Bongjoi village under Khengjoi BDO, while Khengjang is under Khangborol Block.
The registration or the Gift Deed of the present location was done fraudulently witnessed by two persons namely Mr Dongthang Haokip of Wayang village and Joseph Jamkholun Baite of L Bongjoi who are not chiefs nor live adjacent to the village- a normal prerequisite. They both were, ironically, Catholic Church catechists. The name of the SDC, who appended the signature, is also missing in the Gift Deed.
Thus such a village like Bungsanglep once recognized as a Machet of Simol/Lamsat village and finally L Bongjoi village under Khengjoi Block cannot and should not be established in Khengjang land which is under Khangbarol Block. Besides, it is surprising that an SDO of Khengjoi had included the said village under MNREGA/(MNREGS). There is a vigilance case on this issue already.
So, it would be good to cancel the village registration, evict the village and halt all developmental schemes including MNREGS with immediate effect. I sincerely put my trust in the District as well as the State administration that they will take this issue seriously and carry out necessary steps so as to discourage such things occurring elsewhere in the future. Further inaction could lead to situation like that of October 2, 2024, where a land dispute between Hunphun and Hungpung villages in Manipur's Ukhrul district escalated into a violent confrontation, resulting in gunfire, injuries, and death for which the administration will be solely responsible.
